Kobe Luminarie is a truly going place right now in Kobe, Hyogo, a neighboring prefecture of Osaka. It is held for roughly 2 weeks every winter.
This event was first organized to commemorate the Hanshin Awaji Great Earthquake of 1995. It is currently a popular site for nearly everyone: groups, couples, (amateur and professional) photographers, visitors/residents from other countries, etc. You may even enjoy yourself on your own.
